Elena is a key expert in working with state and non-profit organizations. Her main areas of specialization are economic development, industry strategies and reforms, innovation, digitalization of government, and education.

She has worked in consulting for over 20 years. Prior to 2001, she headed Iridium-Eurasia (the Russian operation of the Iridium satellite communications company).

Elena has degrees from the Moscow Institute of Physics and Technology and the Financial Academy under the RF Government.
